Overview:
This is a NASA Test Evaluation and Support contract position at the NASA White Sands Test Facility; it may be assigned to Jacobs Technology Inc. or a teammate company.

Responsibilities:
This position will be focused on two areas primarily. The first being the core owner of establishing ROM estimates for the NASA client when outside Federal Programs or private ventures want to know how much it will cost for them to come into WSTF and perform tests or research using NASA assets. This aspect of the job will require the candidate to be organized and well versed in taking a test need from concept to closure by ensuring changes made to a test stand or in the field meet the original objectives established during the development of the ROM estimate. The second is to increase the number of outside customers using the Rocket Test Stands at WSTF. For more information on those assets go to The candidate should have experience in establishing a marketing or business plan that evaluated what you have to sell and being able to derive a plan of action that will bring in customers who need those skills or capabilities. This candidate should be somewhat familiar with commercial contracts, terms and agreements. Having a working knowledge of Space Act Agreements is a definite plus. This job will require one to act as a representative of NASA in discussions with the commercial market, negotiating the potential use of the unique capabilities available at WSTF.

Propulsion ROM and proposal development Estimating skills - Multiple discipline (normal construction) with ability to learn estimating for construction of NASA propulsion test systems (hypergols, hydrazine, cryogens, hydrocarbons, solids, etc.) Ability to create, coordinate, and modify an estimate to cover the project cradle to grave: 1. Conceptual approach to implementation and development of requirements 2. Project management and typical cost associated with WSTF (safety stand downs, training, unfunded mandates) 3. Design efforts 4. Design reviews 5. Build up 6. Facility readiness reviews 7. Pretest operations 8. Test readiness review 9. Pretest close outs 10. Testing 11. Operations during test 12. Posttest operations - specifically return to stand neutral and complete reports 13. Project close outs
Must be able to take minimal requirements from customer and develop a plan for execution, while developing a list of reasonable assumptions for unknown conditions. This will include determining which WSTF propulsion assets are available, needed modifications to existing GSE/facilities to support, needed new capability and possible use of external customer assets where available. After some experience, the candidate will need to produce these estimates quickly. From the above information the candidate must be able to build a complete estimate in MS Project.
The candidate must have the ability to work with the NASA client to put the proposal into the format required and respond to any specific requirements needed for the proposal. They must also develop the ability to modify the proposal (cost/schedule) as needed based on customer budget making recommendations for possible reductions to cost without direct impact to overall objectives of customer.

Qualifications:
BS degree from an ABET accredited engineering program and ten (10) to fourteen (14) years related experience, or MS degree and eight (8) to twelve (12) years related experience or Ph.D. and four (4) to seven (7) years of related experience. Solid experience in estimating large ($100,000 to $10M) construction projects. These projects will include small to medium modifications to existing assets at WSTF and may include new construction to accommodate testing needs driven by large NASA programs. Candidate needs evidence of having been responsible for Business Development (BD) activities at some substantial level. See Attachment A for description of desirable skills in performing as a Proposal Manager (i.e. ROM estimating).
Physical Requirements:
Position involves extended periods of sitting and/or standing. Physical requirements are: sitting, walking, standing, field work and access to field locations. Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency. Position requires being physically capable of travel throughout the US.
Work Environment:
Desk/office work and test area work. Position may require individual to travel to different areas on site. Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand is required to access various locations on the facility. All work must be completed in a safe manner in accordance with NASA and Company safety standards.
Equipment and Machines:
Computer work required. Exempt employees will not operate equipment and machines involved in the performance of testing; union personnel perform these tasks. Use of calculator, printer, fax, scanner, telephone, filing cabinets, and other standard office equipment is required.
Attendance:
Regular attendance when on-call and punctuality is required. Normal working hours are nine (9) hour per day with some flexibility based on pre-approval.

Essential Functions:
Knowledge of Microsoft Office programs to include Microsoft Project is necessary. Must be able to communicate effectively with individuals at all levels of the organization. Must work well under pressure to meet deadline requirements. Dress must be appropriate for the position and not pose a safety risk or hazard to the employee or others in accordance with NASA and Company policies. Must be able to pass a physical examination (including drug testing) as determined by the NASA White Sands Test Facility and the Company for the job classification. If applicable to the specific job assignment, must possess and maintain a valid driver's license. Must be a U.S Citizen. Must pass a Federal background investigation. Must maintain site access to NASA facilities and computer systems.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
