New Mexico HIDTA serves as a coordinating and collaborating organization and supports efforts to identify, investigate, disrupt and dismantle drug trafficking and drug money laundering enterprises and related violence.
This position is a contract position funded by a federal grant from the Office of National Drug Control Policy / High Intensity Drug Trafficking Area (HIDTA).
The position will be located at the New Mexico HIDTA office in Las Cruces, New Mexico.
The Budget Technician/Professional Assistant is responsible for performing the following duties:
Monitors and maintains the HIDTA budget for multiple initiatives, this includes:
budget requests, audits, reprogramming requests, financial reporting to ONDCP and other stakeholders, use and input in the HIDTA Financial Management System (FMS) and preparing detailed expenditure worksheets.
Notifies management officials of trends over-and-under - obligation of funds and makes recommendations on budgetary matters.
Responsible for processing invoices for payment, ensuring funding availability, goods and services are valid, and invoices are processed in accordance with HIDTA and other stakeholder policies.
Responsible for funds assignment for HIDTA funding requests, which includes creating, correcting, amending, and completing forms in various financial systems and ensuring all funding requests are in compliance with applicable financial policies.
Assists with and/or develops written material, prepares, and presents financial analysis in writing or orally and analyzes or interprets financial data or other information.
Responds to questions and requests from internal DEA and HIDTA components, and other external or internal customers Prepares internal financial reports for management review, daily coding of invoices to various HIDTA Initiative cost centers to track purchase requests and approve as authorized by HIDTA Management.
Responsible for monitoring expenditures for multiple HIDTA budgets.
Notifies management officials of trends toward over-and under - obligation of funds.
Prepares reprogramming requests and inputs in the HIDTA Financial Management System (FMS).
Reconciles budgets and expenditures in financial databases, and internal tracking.
Preparation and forecasting of multiple HIDTA budgets for development, review and approval by HIDTA Management.
Inputs various Initiatives budgets in HIDTA FMS.
Identifies appropriate procedures necessary to facilitate chosen courses of action.
Performs additional duties or requirements identified by the Director, and by the Finance Director, consistent with the overall HIDTA Program policies and procedures and are deemed necessary to enhance the overall HIDTA Program.
Coordinates and prepares purchase requisitions, processes invoices and follows up with vendors on purchases and billing.
Attends meetings and records and transcribes minutes as required.
Ensures that administrative files are properly maintained and organized efficiently and in accordance with acceptable administrative standards, policies and procedures.
Performs research at the Executive Director and/or Finance Director's request and prepares or assists in the preparation of information to be presented by the Executive Director or the staff at various meetings and presentations.
Performs the duties and responsibilities of the receptionist/administrative assistant in the absence of the person filling that position.
In the absence of the Administrative Assistant, prepares reimbursement and financial reports relative to the office budget; compiles time sheets for payroll and coordinates advance payments/reimbursements as needed with the fiscal agent(s).
Competencies:

Expertise in word processing proficiency in database/spreadsheets.
Skill in operating office automation equipment, computers, printers, telephone equipment, copiers, fax machines, dictating equipment, binders, calculators, etc.
Ability to organize work, determine work priorities and meet deadlines.
Considerable knowledge of filing and record-keeping systems.
Ability to recognize administrative and logical errors or inaccuracies in information and make corrections, or coordinate corrective actions.
EDUCATION/
Experience:
Preferred:
A college degree in accounting or business.
A minimum of seven years of administrative support experience.
Experience in the area of accounting, business or law enforcement.
Required:
Ability to work under minimal supervision.
Ability to communicate effectively in written and verbal form.
Ability to follow oral and written instructions.
Detail oriented individual Proficiency in computers using MS Windows and the MS Office productivity suite.
Skills in operating office automation equipment, computers, printers, telephone equipment, copiers, fax machines, dictating equipment, binders, calculators, etc.
Ability to organize work, multi-task, prioritize, and meet deadlines.
Working knowledge of filing and record-keeping systems.
Ability to recognize administrative and logical errors or inaccuracies in information and make corrections, or coordinate corrective actions.
An agency directed background clearance will be required prior to employment.
Position will require that employee pass screening for illegal drug use prior to appointment and may be subject to subsequent periodic drug screening.
Salary:
Equivalent to a federal GS-8, Step 1 to Step 5 ($51,713 - $58,610)
Benefits:
The selected candidate will be hired by RM Personnel a PEO company and benefits will be paid as agreed upon by the NM HIDTA.
Background:
The individual hired for this position will require a background investigation.
Continuation of the contract is contingent upon the successful adjudication of the results of this investigation.
